Why App Store (on iPhone 6 running on iOS 8.1.2) not downloading and installing Apps??

   Why App Store (on iPhone 6 running on iOS 8.1.2) not downloading and installing Apps?? I have to download first on my Macbook iTunes and then sync with iPhone. This is insane! What's the fix? I am not trying 8.1.3 as it will remove JB on iOS 8.1.2. I am iPhone (of course Jailbroken) user since last 7 years and handle it as an expert.
