AnyVoice can be found through ModMyi repo for free. Moreover, AnyVoice is compatible with the iPhone 4S and the other iOS devices running Siri via the spire Cydia tweak.
To have AnyVoice on your device then you have to download, then install before in the settings app before it takes effect. So, install and try the different accents to choose which you like and comfortable with more.
