A. Simple answer - no.

Though you can get a jailbreak app that saves movies to the system. The app is called "bridge" it's paid through the Cydia store but you can obviously find a way to get around that (adding a pirating source).
It allows you to download music and videos and save them to the Music and Video apps on iOS. Also lets you edit the media information (artist, album year etc) before saving (so that your music/videos are sorted correctly)
